The 2000 Statistics demonstrate that Sagbayan has a population of 18,346 with a 2.16% growth rate. Nineteen percent (19%) of which were living in urban areas while 81% were residing in rural areas. The growth rate however, is relatively lower than the provincial growth rate of 2.92 % for the same period (NSO 2000 Data). There was a corresponding increase in the number of households, from 3,335 in 1995 to 3,688 in 2000. Likewise a very slight increase in the average household size was recorded from 4.94 persons in 1995 to 4.97 in 2000. The population density of the municipality is 2.651 persons per hectare, which is slightly lower than the provincial density of 2.763 persons per hectare.
